An educational program offered by 黑料老司机 must have approval, or "State Authorization," in order for a 黑料老司机 student to participate in the program if the student resides in a state other than 黑料老司机. 黑料老司机 has compiled a list of states in which State Authorization has been granted to 黑料老司机; the grievance process is also explained.
